Where do I find iron bars to secure an access door or window?

Someone broke into my mom's vacant house, under the house, and stole the copper pipes. Its a conventional foundation and there is a 3ftx3ft access door. Need to find a set of metal bars I can mount over it that is hinged and I can pad lock. I see them everywhere on buildings just not sure where to buy them.
